Devin Chase


Devin served as a police officer in the Los Angeles area of Southern California from 1982 until he retired in December of 2014 as a lieutenant.  During his career he worked a variety of assignments; specializing in patrol, field training and narcotics. 

Devin spent over 18 years working patrol as an officer, sergeant and area commander.  While assigned to patrol Devin served as a Field Training Officer, Field Training Program Supervisor and was the Commander of his department’s Field Training Program for over two years.

Since 1991 Devin has been developing courses and teaching a variety of law enforcement related topics. Devin has been teaching a POST Certified Field Training Program Supervisor, Administrator and Coordinator course since 2004.  Devin has taught and consulted extensively throughout the United States on various narcotics related topics for Local, State and Federal Law Enforcement Agencies.  Devin has been a teacher/presenter of classes in officer safety, tactics and ethical law enforcement behavior to
over 3,000 police officers in Venezuela, Colombia, Ecuador, Honduras, Guatemala and Mexico.  Devin is a staff instructor for the California Narcotic Officers’ Association and the California State University Long Beach Center for Criminal Justice Research & Training.

Devin re-wrote his department’s Field Training Program Training Guide and Manual in the first major rewrite of that department’s Field Training Program Training Guide and Manual since it had begun a field training program.

Since 2012 Devin has served multiple times as a Subject Matter Expert for the California Peace Officers Standards and Training organization related to Field Training Programs and Field Training Program curriculum development.

Development and Management of a Field Training Program

Well-trained new officers are the quality foundation for the future of any law enforcement agency.  Your law enforcement agency needs a solid Field Training Program that is built on solid, time and court tested systems in order to assure the highest likelihood that your training program will produce top quality law enforcement professionals; while also identifying and dismissing those candidates that do not meet your agencies minimum requirements.

This course has been developed for anyone who supervises, manages or administrates a Field Training Program.


Our Course will guide law enforcement supervisors and managers to create "the complete peace officer"; an officer who understands that doing the job calls for operational AND personal skills.


After a broad look at the policing profession and hearing what the community, law enforcement managers and training officers say is important, 21st Century Policing Solutions developed this course to meet those needs and give back to the profession we've invested our own lives to serve.

The Development and Management of Field Training Program course is based on the California Peace Officer Standards and Training Field Training Programs; which includes both the US Department of Justice COPS Police Training Officer model & Field Training Officer model.  The course includes best practices for procedures and policies that can be incorporated into any law enforcement agency’s Field Training Program.  Additionally students will learn Field Training Program supervision techniques and responsibilities, how to select Field Training Officers, program content, remediation techniques, termination requirements and procedures, program audit techniques, performance evaluation, data analysis and other critical Field Training Program topics. This course is mandatory for any California law enforcement officer responsible for supervising, managing or administering a Peace Officer Standards and Training certified Field Training Program

Mark J. Wittenberg


Mark J. Wittenberg has assisted police departments with organizational and personal development for over 25 years. With 30 years of experience as a police professional, he is known as an innovative trainer, developer, auditor and communicator.  Mark’s background and expertise covers the core elements of organizational and personal development.

Mark is a California Commission on Peace Officer Training (P.O.S.T.) certified Team Building Workshop coordinator with significant experience facilitating leadership development workshops.  As one of the original facilitators for the P.O.S.T. Supervisory Leadership Institute, Mark worked with hundreds of supervisors developing the foundations for effective leadership.   Mark facilitated long term leadership development programs for both the Santa Clara and Ventura County Sheriff’s Department and conducted leadership and ethics training departments across the country.  These include the United States Federal Reserve Bank of San Francisco, the California Board of Medical Examiners and the State of Rhode Island Police.  Mark continues his significant relationship with P.O.S.T. by teaching the mandated Field Training Officer Management Class and the Executive Development Course, where he presents a class on auditing police performance to senior police executives.
 
Mark has audited police performance at several police departments and, in conjunction with California State University at Long Beach, presents a three day class entitled “Auditing Police Performance.  He is a frequent presenter at executive training conferences on risk assessment and has presented to the All Command Conference of the California Highway Patrol, the Arizona Department of Public Safety and several Chief’s and Sheriffs’ Training conferences.  In 2015, he was a featured presenter at the California Chiefs of Police Training Conference
 
He has served as a subject matter expert on the committee for integrating leadership, ethics and community oriented policing into the P.O.S.T. Basic Course and is the former National Trainer for the Josephson Institute of Ethics, where he has spoken with police professionals across the country about ethical practices and risk management models.  In keeping with his involvement with ethics training, Mark is also a facilitator at the Museum of Tolerance in Los Angeles, where he teaches cultural diversity.
 
Mark has a Masters Degree in Public Administration from the California State University at Long Beach Center for Public Policy and a Bachelor’s Degree in History from the California State University at Long Beach.  He is a graduate of the P.O.S.T. California Command College Class #30, where he was elected co-class speaker by his classmates.  His Command College project on auditing police performance resulted in presentations for Chief’s and Sheriff’s Conferences throughout the State of California.
